Water Connections

Singleton Council is the Local Water Authority for the Singleton Local Government Area constituted under the Water Management Act 2000 (NSW) and governed by the Local Government Act 1993 (NSW). Council is responsible for the installation, maintenance and repair of all metered and unmetered water connections connected directly to the water mains within our supply areas.

Council’s responsibility includes all pipes, fixtures and fittings up to and including the water meter.  All pipes, taps and drains on the property that come to the meter are the responsibility of the owner.

When is a Water Connection Required?

Connection to Council’s water supply is made in accordance with section 68 of the Local Government Act 1993 (NSW). If you require any of the following, a Water Connection Request must be made to Council:

  • New water connection to a vacant property
  • Additional water connection to an existing property including Dual Occupancy Developments.
  • Alterations to an existing water connection including upsizing or relocating the water meter.

All water connection requests require a meter location plan indicating where you would like your meter installed. This can be uploaded in the Water Connection Request.

In some instances, a conduit may already be in place. This means the water connection (meter) will be installed in this position. If you wish to place the water meter in a new location or this conduit does not exist, you will be responsible for the full cost of an additional connection. Council reserves the right to alter the position of the water connection if necessary.

Non-residential developments such as industrial or commercial developments commonly require larger metered connections and/or fire services. If required, it is the developer’s responsibility to have the water service line and meter sized by a qualified consultant such as a plumber or hydraulics consultant in accordance with AS3500.

On receipt of the water connection request, Council will assess the property and connection requirements and provide written advice on the cost of the connection. Once payment has been made, Council’s Water and Sewer Network Delivery Team will install the water meter within 20 working days of the day of payment as per our Water and Sewer Customer Service Plan - Levels of Service. Please be aware that obstructions to the site will delay installation.

Water Connection Requests

Water Connection Requests can be made via Council’s Online Services. You will be required to log in or create an account through Singleton Council’s Online Services. You can sign in or register here https://www.singleton-nsw.altitudelg.com/e-services and navigate to Forms Centre > Water & Sewer Forms > Water Connection Request Form.

If you are unable to apply online, please submit a Water Connection Request – Meter Installation Form to council@singleton.nsw.gov.au or return to Council’s Administration Building by post or in person.

When submitting your request, please attach a Water Meter Location Plan identifying the proposed meter location. Not submitting this information may result in delays in processing or rejection of the request.

Water Disconnection Requests

If a property no longer requires a water supply, a Water Disconnection Request must be submitted for Council to disconnect the water meter and service line. Please refer to Council's Fees and Charges to view current water disconnection fees.

The application must include the reason for the disconnection and any information to confirm the applicant complied with all applicable health and environmental regulatory requirements, if applicable. A water disconnection must comply with the requirements outlined in POL/26030 Water Supply Services Policy

For multiple connections or downsizing of existing water meters; Council may request additional information prior to completing the work, including an independent hydraulic assessment to confirm the sizing of connections application to the property and any regularity requirements. Any assessment requested by Council will be at the expense of the applicant/customer.

Annual fixed water access charges will still apply for water supply services, as the service remains available, even though they may not necessarily be used.
