Business Pricing Information

Council is committed to meeting the ongoing needs of business customers relating to water, sewer and liquid trade waste supply and services. Non-residential is common term in the water industry and is used to define business and commercial properties. The following explains Council’s pricing structure, how and why we raise charges and where to go for assistance.

Depending on the services that we supply your business, the pricing categories for Non-Residential customers are:

  • Water supply
  • Sewerage supply, and
  • Liquid Trade Waste.

Water Charges

Water charges are made up of two components, availability and usage:

  • Water Usage is a charge based on the volume of water recorded through the meter between each water meter reading period for an individual property. Usage charges are measured in kilolitres (kL).  Non-Residential customers are not subject to the tiered usage charge, meaning there is no increased rate per kL when reaching the 450kL threshold consumption.
  • Water Access is a fixed charge issued to all Non-Residential properties with an available connection and is based on the size of the water service installed on the property, larger meters incur a higher charge. Properties with multiple meter service connections pay a Water Access Charge for each connection.  These increased charges reflect the load that can be placed on Council’s water supply system.

Sewer Charges

Sewer charges are also made up of two components, availability and usage:

  • Sewer usage is a uniform charge based on the volume of wastewater discharged per kilolitre. 
  • Sewer access is based on the volume of sewer assumed to be discharged from the property into the sewer system, using a sewerage discharge factor determined by the business type. These charges reflect the load that can be placed on Council’s water supply system.

Non-Residential customers will be invoiced tri-annually. Non-Residential sewer charges, and the pricing calculation method  are available in the Water and Sewerage section of the Operational Plan and are set annually by Council.  View the current charges and find out more about pricing and the supply schemes here

Liquid Trade Waste Charges

Non-Residential sewerage customers may also hold a liquid trade waste approval to discharge to the sewer. Liquid Trade Waste charges are also made up of two components, an annual fee and usage:

  • Liquid trade waste usage is based on the volume of wastewater estimated to be discharged per kilolitre. 
  • Annual liquid trade waste fee is generated after an initial or annual onsite inspection and is dependent on the type of business activity conducted within the business.

For large scale trade waste dischargers excess mass charges may also apply.

Non-Residential customers will be invoiced tri-annually.
