Mount Thorley Warkworth VPA Community Committee

Singleton Council will receive a total of $6.6 million as a part of the Mount Thorley Warkworth Voluntary Planning Agreement across a 15-year period.

Funding is available for one off projects and ongoing projects across those years.

(Pending fund allocation for that year and contribution amount that year). 

The opportunity to apply for funding is available twice annually and will be promoted on the Singleton Council website and social media, outlining the availability of application forms and guidelines, and the closing dates.

Fund availability is determined by current fund allocation for that year and contribution amount of the years to date. The amount you can apply for will be limited by the funds available during that year, additionally if your application is for ongoing funds.

Principles for the prioritisation of projects

The principles for the prioritisation of projects have been established to ensure robust processes and consistency with the allocations of funds from the MTW VPA.

All principles are addressed throughout the application process and further explained in the funding guidelines.

Eligible Projects

Eligible Projects under the Environmental Planning and Assessment Act 1979.

Who is eligible to apply for funding?

Funding could be provided to:

• Individuals (or individuals in conjunction with an organisation as a joint application)
• Organisations that have an ABN, or an auspicing body with an ABN

Projects must:

• Be based in Bulga or Milbrodale or be delivering the project in Bulga or Milbrodale
• Meet the public purpose under the EPA ACT
• Address the MTW VPA Committee Principles

Who is not eligible to apply for funding?

Funding will not be provided to:

• Project/s outside of the Bulga and Milbrodale 
• Applications that do not meet the public purpose under the EPA ACT
• Applications that do not address the MTW VPA Committee Principles 

Submissions will be open twice a year (March and September). Applicants will have one month to submit their applications.

Applications submitted outside of these periods will be filed and considered in the next application round.

Application Form

Application forms will be available year-round on our website, however projects will only be assessed twice a year.

Along with your application form is an expenditure table and stakeholder consultation table that need to be completed. Examples have been provided under the tab, Documents for Application. 

Applicants will also need to complete a Project Summary Sheet. This summary sheet will be used to help you address the Sustainability – social principle. Community Support is a requirement for all project submissions. All project proposals will be made available for public feedback via Singleton Council website, consistent with an informal public exhibition period.

Assessment of applications

All applications will be assessed based on the application form (including the project summary sheet, expenditure table and stakeholder consultation table), in line with the eligibility criteria within the EPA ACT and assessment criteria of the MTW VPA committee principles.

Who will assess the applications

The MTW VPA committee will review applications twice a year and assess project proposals based on the principles and eligibility criteria.

All applications will be categorised as:

• Recommended yes - committee supports the project and will recommend to Council
• Recommended with changes - committee supports the project if recommended changes are implemented
• Refused - committee does not support the project. It will be recommended to Council to be refused
