Singleton Council apologises for the inconvenience caused by the ongoing closure of the indoor heated 25m pool at Singleton Gym + Swim.

More than $2.73 million has been invested in improvements to Singleton Gym + Swim over the past year, including amenities upgrades, mechanical upgrades and the installation of an all-new splash pad.

As part of this program of works, the indoor heated 25m pool was closed and emptied in November 2025 to allow for filtration upgrades and mechanical repairs.

During the closure period, detailed engineering investigations were undertaken into the condition of the pool shell and return pipe beneath the pool, as well as the roof structure.

While the pool shell and return pipe were in found to be in good condition and safe for use, the dome roof was found to have a critical deterioration of structural elements.

Unfortunately, because the dome cannot be certified for the winter season, the pool must remain closed until the structure is removed.

Council is working as quickly as possible on a solution to reopen the pool and minimise further disruptions to our community, Belgravia staff and programs at the venue.

Again, Council sincerely apologises for this ongoing inconvenience.

Demolition of 25m pool enclosure underway

 Demolition of the 25m pool enclosure is underway and is expected to be complete by 5 June 2026.

Council is working with the contractor to minimise disruptions to operations at Singleton Gym + Swim for the duration of the works. Anyone attending the site is reminded that they should not enter the worksite or barricaded area.

Council is also progressing with procurement activities for the design and construction of a new 25m pool enclosure either as per the current approved design or alternate design, or with an option for a refurbishment and upgrade of the 25m pool, including the heating system. A tender evaluation report will be returned to Council for final determination.

 Resolution from Council’s meeting on Tuesday 21 April 2026:

1. Note a contract has been awarded for the demolition of the 25m pool existing dome structure with a target completion in June 2026.

2. Note the evaluation process of potential solutions undertaken for the 25m pool based on criteria including community impact, capital cost, speed of solution, operational costs, visitation and revenue.

3. Note the preferred concept recommended for the 25m pool is to replace the demolished existing dome with a new enclosure.

4. Approve the commencement of procurement activities for the design and construction of a new 25m pool enclosure (either as per the current approved design or an alternative design) or an outdoor heated pool solution.

5. Note that following the outcome of the procurement process, a tender evaluation report will be returned to Council for final determination.

6. Note that staff will investigate temporary operation of the existing 25m pool heating without an enclosure, to determine if this is feasible.

7. If temporary operation of the existing 25m pool heating is deemed feasible:

a. Delegate to the General Manager approval to proceed with necessary temporary works.

b. Receive a status report including options, expected performance, capital and operational cost, methodology and risk.

8. Note the requirement for a heated pool facility (either indoor or outdoor) to be in service for the community by 1 April 2027.

9. Endorse a separate investigation to explore the feasibility of future heating of the outdoor 50m pool.

10. A report to Council each month that provides a status update.

11. An extraordinary meeting to be held as soon as practical to award the tender.

Resolution from Council's meeting on Tuesday 17 March:

1.   Note the engineering advice confirming the Gym + Swim 25m pool dome structure has reached the end of its serviceable life.

2.   Approve the commencement of procurement activities for the demolition of the existing dome structure, to be funded from the currently approved project budget.

3.   Approve an additional budget provision of $2,943,407 comprising:

a.   $1,210,412 from Unallocated Loans, and

b.    $1,732,995 from the Infrastructure Management Fund,

to establish a total provisional project budget of $6,687,522.

4.   Note that approval of this provisional funding does not commit Council to any specific solution, and that all proposed concepts will undergo a lifecycle cost‑benefit analysis, risk assessment, operational impact and procurement strategy review.

5.   Endorse the continuation of due diligence activities and receive a further report outlining the recommended next steps and final funding requirements before any commitment to proceed.

6.   Note the ongoing operational, financial and community impacts associated with the temporary closure of the 25m pool, and the coordinated communications approach being implemented with Belgravia Leisure.

7. Remove any option to permanently close the 25m pool.

8. Report back to the April 2026 meeting to discuss future options for the 25m and 50m pool.
