Developer Contributions

Developer contributions are upfront charges levied by Council's Water and Sewer Group to recover part of the infrastructure costs incurred in servicing the development which imposes a loading on Council's water and/or sewer supply infrastructure. These are commonly referred to as Section 64 Contributions or Headworks Charges.

Council is currently preparing a new Development Servicing Plan (DSP) in accordance with section 64 of the Local Government Act 1993 (NSW) and Department of Primary Industries (DPI) Water Developer Charges Guidelines for Water Supply, Sewerage and Stormwater, 2016, which details the water supply headworks and distribution charges to be levied on development areas utilising Council’s water and sewer supply infrastructure.

The Development Servicing Plans adopted in May 2005 are Water Technical Supply and Sewerage Supply. The fees are charges are adopted annually by Council and can be found here.
