Community Participation Plan

Public Exhibition of DRAFT Singleton Community Participation Plan – For Development Approvals and Plans for Growth and Change and DRAFT Amended Singleton Development Control Plan 2014

On the 1 July 2018, amendments to Part 2 of the Environmental Planning and Assessment Act 1979  (EP&A Act 1979) introduced requirements for relevant planning authorities (which includes Councils), to prepare a Community Participation Plan (CPP) that explains how and when they will undertake community participation when exercising their planning functions under the EP&A Act 1979.

A Draft CPP has been prepared by Council in accordance with the Direction issued by the NSW Department of Planning and Environment, that council’s must have their CPPs in place by 1 December 2019.

The consultation requirements of the CPP would supersede the consultation requirements contained in Part 5 of Singleton Development Control Plan 2014 (DCP 2014). As such, the consultation provisions in the Singleton DCP 2014 would be removed upon adoption of a final CPP to avoid any potential for conflicting provisions.


The Draft CPP and Draft DCP are on public exhibition from Wednesday 28 August 2019 until Monday the 26 September 2019 during regular business hours at:

  • Singleton Council Administration Centre - 8am to 4.30pm, Monday to Friday, Cnr Queen Street and Civic Avenue, Singleton.
  • Singleton Visitor Information and Enterprise Centre - Townhead Park, New England Highway, Singleton.
  • Singleton Library - 8-10 Queen Street, Singleton.
