Singleton Council has two main parts:
- The elected Council, (the popularly elected Mayor and nine Councillors)
- The administration (led by the General Manager)
Councillors are elected to represent the interests of residents and ratepayers and provide leadership and guidance to the community.

The administration of Council is led by the General Manager. The General Manager is responsible for the efficient and effective operation of the Council’s organisation and for ensuring that the decisions of the Council are implemented.
The organisation is split into two groups, each led by a Director reporting directly to the General Manager.
Each group is broken down into multiple service units.
